C++03 Overview

C++03 is an older (not the oldest) standard of C++ language. Approved by ISO in 2003 (official name: ISO/IEC 14882:2003).

You can recognize programs written for this standard by usage of NULL constant, lack of "override" keyword and basic for loops (same as in C).

C++03 is just a "bug fix" release for C++98 standard (C++98, ISO/IEC 14882:1998) so you can think of it as a corrected version of initial international language specification.
